Your pet needs an ISO compliant microchip implanted before the rabies vaccination. The microchip number links all documentation together.
A valid, current rabies vaccination is required. Your vet records this on the health certificate.
An Official Veterinarian in the UK must sign a health certificate confirming your pet is healthy, fit to fly and properly vaccinated. The certificate must be in English or include a translated section.
Dogs need vaccines against rabies, hepatitis, enteritis, parvovirus and leptospirosis before import. Cats need vaccines against rabies, panleukopenia and viral rhinotracheitis.

Cabin Or Cargo Travel
Azerbaijan Airlines flies pets from the UK to Baku with two travel options depending on size.
Small pets under 8kg total weight (including carrier) can travel in the cabin. Space is limited so you need to book this well in advance.
Larger pets over 8kg must travel in the hold as cargo. This is standard for most international pet transport and the hold is climate controlled and pressurized.
